About the Role
This is an exciting opportunity for an experienced professional to play a key role in shaping how Somerset Council sources and manages temporary workers, ensuring our services can continue to deliver for residents and communities across Somerset.
As Agency Resourcing Lead, you'll oversee Somerset Council's temporary labour arrangements, ensuring services receive high-quality, cost-effective staffing solutions across the organisation. Working with HR, Procurement, Finance, and operational teams, you will manage supplier relationships and contract performance, address concerns where deliverables are not being met, and support strong governance.
You'll use workforce and financial data to identify trends and work directly with services to develop practical initiatives that reduce spend and reliance on temporary staffing. Your insight will help challenge and support workforce decisions and improve value for money.
The role combines contract management, data-led performance oversight, and workforce planning, giving you the opportunity to make a meaningful contribution across the organisation.
How You'll Make a Difference
You'll help ensure the Council achieves the best possible value from its temporary labour arrangements by:
- Managing the Council's temporary labour contract and supplier relationships, addressing performance or delivery concerns where required.
- Monitoring agency usage, expenditure and workforce data to identify trends, risks and opportunities to improve value.
- Producing clear reports and recommendations to support workforce planning and decision-making.
- Working with services, Procurement and Finance to strengthen governance, compliance, and value for money.
- Driving initiatives that reduce agency spend and support more sustainable workforce solutions.
- Providing specialist advice to managers and senior leaders on temporary labour arrangements and best practice.
- Representing the Council at contract reviews and stakeholder forums to support continuous improvement.
What You'll Bring
We're looking for someone who combines strong analytical skills with the ability to build effective relationships and drive improvement.
- Experience managing contracts, suppliers, service performance or workforce activity within a complex organisation.
- Strong analytical skills, with the ability to interpret workforce, operational and financial data and turn it into clear recommendations.
- Excellent communication and stakeholder management skills, with the confidence to influence and challenge constructively.
- A commercial mindset, with a clear focus on value for money.
- Strong organisational skills and the ability to manage competing priorities.
- A proactive approach to problem solving, continuous improvement and sustainable workforce planning.
